The Sir John Carling Building was a monumental government office complex composed of three interlocking volumes rising from a broad horizontal podium. Its repetitive modular facades of precast concrete featured deeply recessed window bands that emphasized strong horizontal and vertical rhythms. The sculptural massing of the complex gave it a distinctive silhouette within Ottawa’s skyline.
