People are calling this building "SIV III" as it is the 3rd extension of a building called SIV or Palace of Serbia. The reason for the yellow-orange windows was to hide the people sitting inside the government offices.

The building is currently being used for two purposes, as Belgrade Stock Exchange hub and a hub for Central Registery of Compusory Social Insurance.
